You could release a promo where every player is the same rating but some have 5* 5* and cool playstyles while a couple have 2* 2* and terrible playstyles.

Anyone who has played ultimate team for more than a day will tell you you have way higher chances of packing the rubbish 2* 2* players over and over than you have of packing a 5* 5* player and these probabilities are hidden in algorithms and not disclosed.

So no packs are not random and the probabilities shown are not fit for purpose.
