Certainly not.

AIs are “smarter” with better placement, better reaction, better coverage. If you want to make a difference, you also have to be "smarter", starting by evading opposing pressure, making a better call, and therefore a better race. Even a 75 GEN AI should give you the same problem if you base your game solely on your speed.

So no, they don't necessarily have to be undervalued. They are excellent now.
