This happens to me too. The weird thing is that my gpu runs at around 75%, but it still for some reason lags. The fix i did for this was to set all graphical settings to medium.
On fut or online i had to set the crowd-quality and grass-quality to low aswell. You could possibly have higher settings without the strand based hair. But i havent tested when the lag accours or not. It at least seems to be an issue for the game to load things fast enough for the screen, so it appears laggy.
This game is just really poorly optimized, and hopefully it will get patched soon.
So the solution is to lower the graphics, unfortunately...

CPU - AMD Ryzen 9 5900X 12-core 4 GHz
GPU - NVIDIA GeForce RTX 3070
RAM - 32 GB

2560 x 1440 165Hz
