with regards to the JHB to Madrid link they mentioned the below

Impact: Due to the current incident on our backbone link between our Madrid and Johannesburg data centers, users between these and surrounding regions may experience increased latency.

    the cable issue is nothing but a excuse for them not knowing what the issue is, the cables broke on the 15th of March and the ping went high from the 27th of March
