Can't turn in SBC

All 7 conditions are met, but I receive an error "Failed to submit challenge".
Platform: web app, companion app. (didn't try on PC)

Steps I tried: refreshing of web app and companion
Maybe it's because you treat men GER2 and woman GER2 as the same leage.
