I have Modric in a hybrid team so have to have a Croatian manager with La liga league. i tried with 3 different Croatian managers and none of them worked. it says “you have to pick a manager” ...

I had the exact same issue, try use S. Grabovo, she's a bronze Croatian female manager and worked for me!
