There is certainly something in the game that causes the issues people talk about. The best way of describing it is that one team is slightly out of sync with the game. This doesn't manifest itself in button delay as such so the input overlay would not show this. In game it results in players not moving as they should. They either move slightly slower, take extra touches or extra animations, or ai players not pressing or being in the positions they normally would. For me i find my players don't accelerate as the stats would suggest. If i had the exact same players as my opponent then this would result in their attacker being able to run past my defender and i can't catch up, yet up the other end their defender would catch my attacker. It is unfair but it's not something the devs will talk about or improve because it's the lag compensation to allow everyone to play against each other. Ideally they should tweak it so that those with poor internets or wifi get punished more but from a business point of view it is clearly more profitable for them to punish the good internets.
i do think people get frustrated with this gameplay but everyone describes it slightly differently i.e it's delay and then exaggerate it's effect i.e it takes 2 seconds to respond which is clearly impossible to play. It's probably a fraction of a second if at all, but when the players respond slower (i.e they turn slower or don't accelerate as they should) people assume it's delayed when technically it isn't. We all want a fair game but currently players do get punished depending on where the live and their internet which shouldn't be the case.
