Is FC24 a Dead game?

I want to complete some Icon SBCs, but there’s hardly any content in Ultimate Team anymore. There’s only 3 low tier packs in the store and 3 upgrade SBCs (basic bronze, silver and gold). Rivals still has rewards but that’s it, and I never play rivals anyway. The market on PC is completely dead. Basic golds are extinct. Given that Pele has 25 challenges, I’m not sure it’s possible to complete.

Will there be any content added, or is this basically a dead game?
