Is transfer banning from FC24 automatically applied to FC25

as long as it's a simple Transfer ban and not a Franchise ban, it should only be applicable to the game that you got it for, in this case FC 24, and shouldn't transfer to the next one. 

In this case it says Sanction in the ban history. It has only removed the possibility to use the transfer marked. 

I guess that is what you call a transfer ban? 

Is a franchise ban when you're completely looked from using EA/FC? 

How can you know for certain that is will be removed - as it would be a waste of money to buy FC25?

that would simply be a transfer ban, exactly. Transfer bans do not transfer, so you will be fine to play FC 25.
