Transfer market ban

Is there a clear indication in the TOS regarding players selling cards who are eligible for evolutions rising in price is considered violating the terms of service or not violating any of the rules set by Electronic Arts? If so, can you make a tweet or some social media post to reiterate the guidelines and prevent any unnecessary sanctions? Clearly, it seems that players who do so are not using the transfer market to transfer coins but are selling cards that are of high demand like what we would normally do for high-demand promo cards.
