Why people dont play rivals !
Because you have top tier players hanging around in low divisions to get easy wins for objectives. Make the higher div rewards worth doing then maybe they wont!

Rewards won’t fix it. If you get better rewards in top divisions it’s still always worth it to drop 123 or whatever it’s about time vs the reward. Being able to be in say d2 and not lose and be done faster for just a little bit less rewards it’s why people do it.
Now let’s say elite gets rewards way better than any other division. Then why even play if you are really d5 you will be so far behind and never be able to compete in friendlies or wl.
The only reward that would work is something like a cosmetic but really in this game people don’t care about cosmetics they want packs.
Like I say it should be just road to elite for everyone with no relegation if you play Say 50 70 or 90 games a season(assuming a 6 week season). Therefore yes if you are top notch you ll be there say in Oct Nov, good then Dec jan, ok then say Feb to April and perhaps if not good even by July anyone and everyone could then get to elite. This assuming you play a minumum of games (season milestone equiv) and yes obviosuly respective wins as it is now but over time ahould be against not as good players.
How would you have matchmaking if everyone gets to elite besides a few new people or stragglers?
Should be random anyway outside of rivals
How would d10 players complete objectives or even win a wl game?
