Cannot change players to certain positions in development plan

So it seems as though a major issue from the beta has carried over into the main game as well. In certain circumstances you cannot change a player into particular positions. An example I have is that I cannot change a player from a Right Back (RB) to a Centre Back (CB). Interestingly I also cannot change their position to a Defensive Midfielder (CDM). All other positions are available.

Hopefully this is something that can get patched fairly simply, but it's frustrating that it was overlooked, even though it was documented in the beta feedback.
