Do User sliders affect your entire squad?
...even your players that are being controlled by the CPU?
I've searched this question, and it seems there are conflicting opinions/answers.

yes it does at least it did , i tried testing this in fifa 23 by putting max shooting error and pass error and my AI controlled teammates did many mistakes, I'm assuming it's the same with fc 25.
