Manager Career - Tactics Don't do anything?

Is it just me, but whatever tactics you put in Team Management, it really doesn't do anything in-game? 

I have put both of my wingers as Inside Wingers (if the term was correct as in-game). In laymen term - wingers cut inside the box to support the Striker. However, during an attack, my Striker is the only one forward, no support from anyone behind him. Wingers stay on the wing, CAM staying behind the box (even though he is set up as a Shadow Striker), CM's one of them being a Deep Playmaker stays in the center half and runs around like a headless chicken. LB and RB set as Attacking Wingbacks don't go beyond the center and don't support at all. 

I like possessive and short-passing game with occasional fast attacking that needs support from players. How am I to do that when players just sit there and do nothing? 

If that is how the game is to be played, I should just buy some random striker with 99 Pace and do the same attack over and over again. 

Please fix it.
