Manager outfit customisation - bit of an odd decision by EA

So... all the hats are still unavailable even when creating new managers. That's just a joke. Will there at least be an explanation as to WHY the developers chose to cut that content??
Sure seems like EA is taking more features and content from the players than actually adding to the game.
