"Offer a contract" option

Hello,
I have a question, is this a change compared to version 24 or maybe a faulty update? In a coach's career, if a player was over 23 years old and had the last year of his contract left, then in the January transfer window it was just a contract without transfer fees. I can't do it in version 25. Is this a desired change?
