Youth Scouting

I can’t understand why we’re now locked to only scouting 4 positions in each country. If you scout for goalkeepers you’re locked to one position and can’t scout outfielders. If there needs to be the restriction on how many positions can be scouted by each scout then we should be able to assign multiple scouts to a single country to cover positions across the pitch. What was wrong with the previous system? I can’t work out the rationale for this change in FC25.
