NIC12354 The top left white and red paper indicator means the card contracts are finished. If you check the bottom right of the card, you will see zero counter. This means this loan player now has zero games left, hence you cannot use him further. You will need to buy the full version from the transfer market or be lucky enough to pack this card from any of the packs.
In FC25, there are no contract consumables. If you have a player's card then you don't need to apply for a contract.
If you have a loan card, then those cards will only be used until their contract count runs out. There is no direct way to get a contract for these loan players. However, sometimes you can pack loan cards in some packs.
FYI - How to identify loan players - There will be a blue circle at the bottom right of your card indicating the number of contract left on the card.
