Download issue

I purchased EAFC 25, pre order for 89.99 and he has it downloaded on 2 devices (b/room & office) but we live abroad. Have come back to the U.K. for 2 weeks and have an Xbox here, but it won’t let me download it? It’s not available. Is there a limit to how many devices you can download the game? Cheers for the help. I’m not buying it again @90 quid for 2 weeks.
