After you have edited the squads (and before to turn off the console), go to profile and click "save profile." When you turn the console back on, go to profile and click "upload profile." This worked for me. MY edited squads are still there. You have to do this every time you turn the console off or on. I don't know if this is what they intended or not.
This fix worked for premier league, serie a, championship, French premier league and bundesliga 1 but no other league in the game. I own an Xbox one
