Missing Millonarios (libertadores) stadium theme and tifo

How is it possible that teams like Millonarios, that has a good fanbase in South America, don't have tifo or stadium theme, and a team like Alianza fc and some others recently founded with almost no ...

It's the same with Halmstads BK in Allsvenskan. Only team in the league missing tifo and stadium theme. 

I created a support ticket earlier this year about this in FC24, the guy said they were gonna fix this in the next update the coming weeks. Obviously he lied.
