Please help - slow gameplay

Im having the same issue, the sprint and pace of games feels like one is winding up a toy. My network ping is at 4 - 14 pending peak hours, yet in game I keep getting 30-34ms which is freaken bizzare, with a display refresh rate of 120. I doubt this is a console or network provider issue, cause this has been going on for weeks on end, with the same issues week in week out. 

There are times my tackles are not even applied when input is given, my player ends up running pass instead of winning the ball. Sprinting feels even more horrendous, a player with 96 acceleration and 97 speed gets left behind by a player with way less pace. 

It is incredibly frustrating having build a team that is always sluggish
