Scouts not finding players in Manager Career Mode

So I set up my scouts at the beginning of my career mode and 6 in-game months later, they haven't found a single player. They only scout players that I choose for them to scout.

I don't know if this is a bug but it's starting to get annoying having to manually find players all of the time.
