He got his upgrade on Dec 29th, yet they will upgrade winter champions and release a new promo but wont upgrade certain cards.
its ether just pure laziness or they're trying to manipulate the market
They can't update cards while on xmas break, too much work for the skeleton crew working over it. So last weeks update was missed, now they will make us wait until Wednesday/Thursday for the usual weekly update. Doesn't sell them more packs, so easily put at the bottom of the to do list.
