WHY CANT I CREATE A CLUB
What the hell is this? Why can't I create a club? What is the 'full club experience'? Why is it trying to take me to the store? Why is the store unavailable?

Same issue here. I found a workaround so this seems to be a bug. Go to the club rankings/search. Search for your club and it will find no matches. There it will give you the option to create a club.
Once created you have to use the LT Button to navigate by shortcut to League..
