I found a solution that worked for me.
1. Delete the Anticheat files in the FC 25 folder.
2. Reinstall Anticheat using the installer in the FC 25 folder. Don't use repair files in the EA launcher.
This was what worked for me and haven't had any issues.

So you're using the game via the EA launcher, not Steam?
Roland, I want you to know that you sparked something that seems to have fixed the problem. As I'm running Fifa via Steam, I went here:
C:\Program Files (x86)\Steam\steamapps\common\EA SPORTS FC 25\__Installer\EAAntiCheat
Ran the exe file in that directory and used that to uninstall all AntiCheat that was present. Then, without reinstalling AC, I launched the game via Steam. It appears to have reinstalled AC correctly and for the first time since I got this computer I have Fifa running.

EA, clearly this is an EA issue, unrelated to hardware manufacturers, BIOS, or OS issues. I've made no other changes to this machine since I started troubleshooting this issue.
