I am having the same issue - using BT Business Broadband (and their BT Business Hub). I am not being affected with any other services other than EA FC 25. I am connected via LAN but same issue with wifi. Cannot yet test with mobile hotspot but not keen on the amount of data I'll be charged to do this!
***edit*** I have now tested using Mobile Hotspot (using O2) and was able to connect however this is not a great test as clearly I cannot connect with both networks at once. As it happens I immediately switched back to LAN and was able to connect. HOWEVER - this is the issue - it is a very intermittent connectivity issue; sometimes REally really bad other times just bad and other times simply cannot connect to the Ulimate Team (I am connecting to the servers though just not the game)
