facilities budget not updating correctly in clubs

See enclosed picture, we've leveled the club up enough to have 1.3m budget but only have access to 50k

1.2m used, from a 1.3m budget and 50k left over, which makes buying new facilities impossible as the cheapest priced one is 100k
