It's the same in all game modes, UT I don't know, that it is not possible to change tactics and formations since day 1. EA doesn't care, it's more important to add new shoes and snowflakes than to fix a basic game moment that ruined the joy of playing for everyone who plays anything other than UT unfortunately...
