GUI not loading , game incredible glitchy flashing different colors.

HI, I have encountered this issue yesterday when launching the game , it launches fine but after choosing the controls profile the game starts flashing colors , then the screen is just green with the loading triangle , after pressing X on my controller , it loads the game and provides the following menu , no options visible whatsoever , going up and down using my analog the screen keeps changing colors with only the background visible , trying to get into the settings is no use because again i see no menus only the background.
in the last 24 hours i tried : restarting the game , restarting the pc , verifying game files , updating and reinstalling both windows and GPU driver updates , uninstalling and installing the game and lastly installing it on a different driver. 
I have the game license on my steam account.
nothing seems to work , please help.
