Impossible to move players, irresponsive gameplay

There has always been issues on gameplay but for the last few days the game has become totally unplayable. 

I had the worst weekend league ever.  My players can't run, can't turn, they don't respond to my commands properly.

They're moving like they stuck in the mud, I have no control over them. 

It' not about my connection, I've tested it, there's no connectivity problem. 

Can someone inform us what's going on? Is it about the new patch?
