Since you checked the parental controls and everything seems fine. I suggest that he tries other online games to check if it will allow them to go online, if it doesn't then it might be worth checking with PlayStation support to see if everything is ok with the settings. As of now, we haven't received any other reports like this one, I will keep an eye and raise this with our team in case it's an issue on our side.

The only other EA game that my son has installed is F1 23, he's checked that and it is working fine online.
He is able to access EAFC 25 from my adult account, and that is working fine too online, but if he uses that it means that he loses all of the bonuses that he should have had from paying extra for the Ultimate Edition (he bought it on his account).
We checked his EA account, and linked it to mine in case that helped re the management of his age etc, but it didn't make a difference. He is 14 and my understanding that the age for accessing online features is 13 in the UK (where we live and his account is registered to) so, again, I'm not sure why he is having a problem (FC 24 was fine).
We also double checked that web browsing is enabled on his PS account, which it is.
I've spent the morning trying to contact PlayStation support as well just in case, but I keep getting cut off after waiting 45 minutes to connect to an online agent. I will keep trying just in case.

There's an option on PSN Parental controls to make an exception for a game. Can you please try that step?

We have the exact same issue. The exceptions feature is only for PS5 and not PS4. We have allow all for everything for PS4 and all other games work online. I suppose this is a bug that needs to be fixed. We can play online using my parent account, but that doesn't have all the extra stuff he payed for of course.
My son is a bit disappointed since he spent a lot of money for the early access.

You can't use the PSN exception as there is no way to request it from the PS4 - I've checked this with PSN.
PSN say it seems to be an EA issue relating to age for online.
I'm currently in a chat (an hour long so far) with an EA person trying to resolve it.- 5 months ago

Just highlighting the restrictions are not on the PS4/psn

I’m so disappointed, I saved up for this game for ages and paid extra for the early release and fifa points. I'd also arranged to play FC25 with friends today but have spent the day just feeling really disappointed.
