PC CPU and GPU constantly jumps to 90+%

AMD: 5900X, 3070TI, 32GB RAM, 2TB NVMe SSD.

Over the last couple of days FC 25 constantly spikes my CPU and GPU to over 90% usage during gameplay and sometimes on the menus. It sits on 90%+ for a few minutes then drops to 50-60%, then it does it again and again and again.

Have updated all drivers, changed graphics settings to LOW in everything, checked file integrity and checked system files, nothing helps.
