Stuttering Problems

Hi guys. I need to your helping.

I have stuttering problems. I dont have ping but my game freezes as if I have ping and I must be wait at least 5-10 sec so I can't play game especially multiplayer modes. I have this problem not only multiplayer but also singleplayer modes. They said this problem is called stuttering problems but I'm not sure. The name of the problem is not very important, but as I explained my problem, both in single player and multiplayer modes, my game constantly freezes as if I have ping, I need a solution and I need your help. I enjoy playing but I can't. I'm someone who plays career mode a lot but I can't play that either. I have also tried almost every solution on the internet, including the Ea website(for exp. troubleshoot steps).
