Training Camp Limit Reached in Web App

I am currently trying to evo 96 ronaldo nazarrio who i have put technical + on from the season pass in the 24 hours evolution. for him specifically it says "limit reached" despite there being no other active evos. it is only with him as well not other 4 playstyle + players. he fits the requirements so i am confused about whats going on
