We're not able to play FC25 on Steam if EA account belongs to a child

I have bought FC25 for my 9 year old son on Steam. It's on his own Steam account. When he tries to play, he's asked to link a EA account, which we created with his correct DOB. It seems that he can't link a child EA account with a Steam account.

I am also unable to link his steam account to my EA account as I already have it linked to my own.

We're going around in circles and have a £40 game that we can't play. Not impressed.

My son used steam vouchers to buy FC25, but can't play it as the option to link steam to child account doesn't work, even with parent permission
Why have EA made this so hard? There's no option to make it a teen account. I'm forced in to creating him a fake adult EA account just to play FC25, which means he'll have to use this fake account for all EA games played from steam (tbh - I don't think we'll be buying EA again through steam anyhow)
Oh, of course, EA have prevented FC25 from being used with steam family sharing, which would have been another way to do this
