There is no method for individually configuring tactics and focuses differently for 'without the ball' and 'with the ball' scenarios. The second screen displayed in the tactic sheet is merely a visual aid depicting where your players will generally be located on the pitch based on the tactics and focuses you set in the first screen.

'Unfortunately, this scenario is not a bug or glitch, merely a failed game implementation, and lack of communication from EA developers/Community Managers to inform the public, regarding newly added game features. It was never the intent of developers to allow manipulating individual player instructions in the tactic sheets for both 'On the ball' and 'Without the ball', and presumably will not be changed at any point this year. The secondary visual in the tactics sheet is a misconceived attempt to display player positioning when defending based on roles and focus, and was never meant to be configured separately; only a visualization of how players execute the formation without the ball. For example, in a four back set with fullbacks designated with the 'Fullback' role and 'Balanced' focus, during attacks the fullbacks move slightly forward toward the midpoint pitch line, however, while playing defense (shown in the without the ball screen), fullbacks are positioned in alignment with the center backs in a deep defensive line. What EA should have done from the beginning, and may be incorporated in EAFC 26, is allow users to change player roles, types, and focuses differently for each tactic sheet (with and without the ball). For now, the 'Without the ball' element is ostensibly a useless feature, and should have been delayed, until proper integration into all game modes is achieved.'
