Heroic Season Opener Pack - Getting items under 87?

I opend the 2.5k pack in the store twice and it guarantees a hero over 87 rated and I got two 86s why is that can I have compensation  (CM: Edited to update thread title to include more context)

    @k4k6v62 Heroic Season Opener Pack: Includes 35 Rare Gold Player Items, with 3 guaranteed to be rated 84 or higher. Also, 1 Base Hero, rated up to 87. All items untradeable.

It’s says in the pack description a base hero rated 87 and above go check
