Reporting cheaters on PC that do not seems to have the game. How is this?

For some reason I get nothing but cheaters playing rivals (really 20 to 1). I try and report them all eventhough nothing is done (I get matched with people on my blocked list). I noticed recently that almost everyone I report does not even have the game. Not sure how this is possible.
