When I go to list players on the transfer market the starting price and buy it now price are set to 99. Have I got some sort of transfer ban(no idea why I would have) or is it a glitch??

Did you get this fixed? I have the same and it's driving me mad. I've an objective that I need to list 5 players on the market that I obviously can't do.
If you’re on console, try sending the player to your transfer list, back out of UT and then try and list the player again. Most of the time it solved the problem for me.
It doesn’t work every time though, sometimes you may have to back out of UT a couple of times. I haven’t tried on the companion/web app so I’m not sure if it works there as well.
I experience this bug all the time and it's known by EA, it's been reported by many folks already.
For now, to list a player that has this issue I move them into my trade pile and after closing down the game, the next time I load up its fixed and I'm able to list. Very odd that you completely uninstalled and re-installed and still experienced this issue.
