TOTS upgrade evo NOT fully functioning

On the description for the TOTS upgrade evo earned via the two messi/ronaldo cups, they are described to be applicable for ALL tots items excluding evos. However, when I attempt to put any tots honourable mentions or highlights in, they aren't available.
