Unable to activate training camp evolution

A training camp evolution item turns Inactive, then I cannot resume evolution. 

1. There are 2 normal evolution items. 
2. set a training camp evo -> active, no problem
3. resume other evolution item -> the training camp evo item turns Inactive and 3 normal evo items are active.  Actually 3 evo items grow up in game. 
4. One of three normal evo is complete. There are 2 active evo items now. 
5. resume training camp evolution item -> error occurs and cannot activate as attached screenshot.
