Webb app transfer market locked

Hello all, i still cant unlock the transfer market on pc web app. I have played for two weeks everyday but still cant do anything. I have played on two accounts from the same device(PC), but one of my accounts got banned at the start of the game. Does this efect my other account and the time needed to unlock the transfer market? And why the playtime resets on webb app and mobile. Is this a problem as well?
