Where is my 99 rated card? Completed over 900 89 exchanges.

I’ve completed over 900 of the 89+ OVR exchanges and still haven’t received a single 99-rated player. I understand there’s an element of randomness, but after this many tries, it feels broken or rigged.

Please check if the drop rates or pack logic is working correctly. This is very frustrating.
