Why 1-1 draw does not give 1 draw point after opponent quit?

Hi

Why a draw is not giving the point that is due after the opponent quit, no matter the period of the match? I know there is some rules to give the WIN but i'm not even speaking about that but about the draw point? It is really frustrating when people are quiting 1-1 in the first half and it does not give the due point.
