Create a club glitch

I don't know if the issue is the same on new gen consoles but on my PS4 I'm unable to pick the league I replace a team in when creating a club. When on the "replace team" screen I'm unable to scroll away from England and Premiere league. When clicking X it only let's me scroll through the Prem clubs without letting me go up or back to select a league.
