Matchmaking in Rush

How is the matchmaking made in Rush?

I don't understand: I'm constantly with the people who don't pass, who try to dribble 2-3 players, who keep the ball in defense for minutes and lose it, who never make the little pass across on 2v1 with the GK, who shoot from impossible angles,...
But my opponents often play decently well. Sometimes a ball hog, yes, but no more. They make the right decisions (pass across, through ball for a lone teammate, they defend,...).

I must be on a 10 or 12 losing streak. I'm not great at all, but honestly I'm not at fault in those losses. I'm one of the rare to try to defend (although not amazing at it). I look for space in attack. I quickly make  passes (sometimes I could be more selfish probably).
For example earlier, I had a guy who ALWAYS tried to skill past everyone. He didn't complete a single pass, and didn't score. Everytime he lost the ball, and the 5 goals we conceded were for him. Just after posting that thread, I launched a game, first ball, the guy tries to skill 3 opponents in his own defense. Fails, end up just running, and goes out of play just running. Then there was another guy who tried a power shot EVERY TIME he had the ball, and even 1v1 with the keeper, he was shooting wide (he didn't score...). Next game I had one of the worse ball hog I ever saw, not a single pass attempted, kept the ball for 30-40 seconds each time 

So is there some form of matchmaking? I don't know, based on Rivals' division or something? It wouldn't make sense but I really don't understand.
