How to change servers.

So I moved to Florida (Orlando) a few months ago and I noticed two things most people I messaged only speak spanish and live in Central America like (80%) of my matchups and then 95% of them live in Central America and I dont mind playing them but when the servers already have this much delay I went from low 20 ping to 35-40 per game now so its almost impossible to move and the only time I have smooth gameplay is when I play people that live in the states around me. So my question is there a way to change my server bc I went into proclubs and it says Central America is the recommended server and I want better and quicker gameplay so how do I change servers to NaE. I would get it if I lived near the bottom of Florida but distance wise closer to the South East than to Central America and Ive seen that they do this sometimes since Central America may have less players but if that is true why do I have to suffer so they have a bigger pool.
