Nightmare for the Gain of signature card in black Friday

I wasted 4000 plus fc point for gaining signature card. 

As per event description 40 turn will give elite card selection option. But after reaching limit. I am pulling with 113 rank card . It's bug or waste of money and time. Please fix this. It's ridiculously to waste 4000 fc points just for 113 card. At least give me signature card with guarantee after 40 turns. Plus.
