Skilled players that relegate themselfe in seasons

A lot of very skilled players relegate themselfe to start all over again from 10th division in seasons.

Can you at ea please find a system to let this peoples play against eachother?

It's not very fun for an average player to get smashed over and over again from these skilled players in lower divisions.
